연설문 전문
우리는 오늘 한 정당의 승리를 축하하는 것이 아니라 자유를, 즉 개막과 아 울러 폐막을 상징하고 변화와 더불어 쇄신을 의미하는 자유를 축하하는 것입니다. 왜냐하면 우리의 선조들이 근 175년 전에 규정했던 것과 똑같은 신성한 선서를 제가 여러분과 전능하신 하나님 앞에서 했기 때문입니다. 이제 세계는 많이 달라졌습니다. 그것은 인간이 모든 형태의 빈곤과 모든 형태의 삶을 파괴할 수 있는 힘을 자신의 손 안에 쥐고 있기 때문입니다. 하지만 우리의 조상들이 투쟁 목표로 삼았던 혁명적인 신념, 즉 인간의 권리는 국가의 관용에서 오는 것이 아니라 神의 손에서 나온다는 그 믿음은 全세계적으로 여전히 쟁점으로 남아 있습니다. 우리는 우리가 그 최초 혁명의 계승자임을 절대 잊지 않을 것입니다. 바로 이 시간, 이 자리에서 우리의 우방과 적들에게 그 횃불이 20세기에 태어나 , 전쟁으로 강해지고, 힘겹고 가혹한 평화로 단련되고, 오랜 유산에 자부심을 갖는 젊은 세대들의 손에 넘어왔으며, 우리는 미국이 지금까지 헌신해 왔고 지금도 우리나라와 全세계가 헌신하고 있는 인권이 서서히 말살되는 것을 그대로 좌시하지는 않을 것임을 알립시다.
그들이 우리가 잘 되기를 원하든 원치 않든 간에 모든 국가에 알립시다. 우 리는 자유를 지키고 키워나가기 위해 어떤 代價라도 치를 것이며, 어떤 짐 도 질 것이며, 어떠한 어려움에도 맞서 우방을 지지하고 어떤 적에게도 저항하겠다는 것을 말입니다.
바로 이 점을 우리는 거듭 약속하려 합니다. 우리와 문화적 정신적 뿌리를 같이하는 오랜 맹방들에게, 충실한 우방으로 서 信義를 다할 것을 맹세합니다. 우리가 뭉치면 손잡고 이룩해야 할 많은 모험을 이루지 못할 일이 없습니다. 그러나 흩어지면 거의 아무 것도 해낼 수 없어진 상태에서 어떻게 강력한 도전에 대응할 수 있겠습니까.
우리는 신생 독립국들이 자유 국가 대열에 오르는 것을 환영하며 그들에게 다짐합니다. 한 가지 형태의 식민 통치에서 벗어나자 훨씬 더 강력한 철권 독재가 들어서는 일이 없을 것임을 말입니다. 그들이 항상 우리 입장을 지 지하리라 기대하지는 않습니다. 하지만 우리는 그들이 자신들의 자유를 단호하게 지키고, 또한 과거에 어리석게도 호랑이 등에 올라탐으로써 권력을 추구했던 사람들이 결국 호랑이 밥이 되고 말았다는 사실을 기억하기를 바랍니다.
지구의 半을 차지하는 지역에서 집단적 궁핍의 사슬에서 벗어나려고 투쟁하는 빈민과 촌락민들에게 아무리 많은 시일이 걸리더라도 그들이 自助自立할 수 있도록 최선의 지원을 다할 것을 맹세합니다. 공산주의자들이 그렇게 하고 있기 때문이 아니요, 그들의 표를 얻고자 해서도 아니요, 단지 그것이 올바른 일이기 때문입니다. 만일 자유 사회에서 궁핍한 다수를 돕지 못한다면 부유한 소수 또한 지킬 수 없을 것입니다. 우리 국경의 남쪽에 있는 우리의 자매 공화국들에게 특별히 맹세합니다. 진 보를 향한 새로운 동맹 관계를 통해 우리의 말을 올바른 행동으로 실천할 것이며, 자유국가의 국민과 정부가 빈곤의 쇠사슬에서 벗어나도록 도움을 아끼지 않겠습니다. 하지만 이 희망에 찬 평화적 혁명이 敵對 국가에 악용될 수는 없습니다. 우리는 모두가 힘을 합해 아메리카 대륙 어디서든 침략과 파괴에 대항할 것임을 이웃 국가들에게 알립시다. 그리고 세계 만방에게 이 서반구는 여전히 스스로를 책임져 나갈 것임을 알립시다. 전쟁의 수단이 평화의 수단을 훨씬 앞질러버린 이 시대, 우리의 마지막이자 최고의 희망이요, 모든 주권 국가의 연합인 유엔에게 새로운 지원을 다짐 합니다. 유엔이 단순한 毒說의 장이 되는 것을 막고, 신생국과 약소국의 방 패 역할을 강화해 그 권한이 미치는 지역을 확대하도록 지원하겠습니다. 마지막으로, 우리를 적대하려는 국가들에게는 맹세가 아닌 요청을 하겠습니다. 과학에 의해 고삐가 풀린 어두운 파괴의 힘이 계획적이건 우발적이건 자기 파괴로 인해 全인류를 자멸의 도가니 속으로 몰아 넣기 전에 兩 진영이 새롭게 평화 추구 노력을 시작합시다.
힘도 없이 이런 모험을 하겠다는 건 아닙니다. 의심할 여지가 없을 만큼 충 분한 군비를 갖추고 있어야만 우리는 무력 사용 억제를 보장할 수 있기 때 문입니다. 하지만 크고 강력한 두 국가 진영 중 어느 쪽도 현 사태에 마음을 놓을 수는 없습니다. 양측 진영이 다같이 현대적 무기의 비용에 과중한 부담을 지고 있고, 치명적인 핵 무기의 확산을 두려워하고 있습니다. 그러면서도 양 진영은 인류 최후의 전쟁 도발을 억제하고 있는 불확실한 공포의 균형을 자기 쪽에 유리하도록 바꾸려고 경쟁하고 있습니다.
그러니 우리 다시 시작합시다. 정중함이 나약함의 표시가 아니며, 진실함은 반드시 증거가 필요하다는 점을 다같이 명심합시다. 두려움 때문에 협상하지는 맙시다. 그렇다고 협상하는 것을 두려워하지도 맙시다. 두 진영을 분열시키는 문제로 왈가왈부하기보다는 서로 단결시켜 줄 문제들을 함께 찾아봅시다. 두 진영이 처음으로, 군비의 사찰과 통제를 위한 진지 하고 구체적인 방안을 공식화시켜, 다른 국가들을 파괴하려는 절대무기가 모든 국가의 절대적인 통제를 받도록 합시다. 두 진영으로 하여금 과학으로부터, 공포가 아닌 기적을 끌어낼 수 있도록 함께 노력합시다. 함께 천체를 탐색하고, 사막을 정복하고, 질병을 뿌리뽑고, 바다 밑을 개발하고-그리고 예술과 교역을 권장합시다. 두 진영이 합심해 세계 도처에서 들려오는 이사야의 계율에 귀를 기울입시다. 『멍에의 줄을 끌러 주고, 압제당하는 자를 자유케 하라』 그리고 협력의 교두보가 세워지고 불신의 정글이 걷어지면, 두 진영이 손잡고 새로운 과업을 이룩하도록 합시다. 새로운 세력 균형이 아니라, 강대국이 의롭고 약소국은 안전하며 평화가 유지되는 그런 새로운 법의 세계를 이룩하도록 합시다. 이 모든 과제들이 취임 후 100일 사이에 이뤄지지는 않을 것입니다. 1000일 만에 이뤄지지도 않을 것이며, 現 행정부의 임기 중에 끝나지도 않을 것이며, 어쩌면 우리가 지구상에 살아 있는 동안 이루지 못할 수도 있습니다. 하지만 시작합시다.

장구한 세계 역사를 거치면서 겨우 몇 세대만이 최악의 위기에 자유를 수호할 역할을 다해낼 수 있었습니다. 저는 이 책임을 피하지 않을 것이며, 오히려 기꺼이 받아들입니다. 우리 중 어느 누구도 다른 어느 국민이나 다른 어느 세대와 자리를 바꾸려 하지는 않을 것입니다. 우리가 이같은 과업에 기울이는 열정과 신념, 헌신이 우리의 조국, 그리고 조국에 봉사하는 모든 국민들을 밝게 비춰줄 것이며 거기서 나오는 찬란한 불꽃이 진정 온 세상을 밝혀 줄 것입니다. 자, 미국 국민 여러분, 조국이 여러분을 위해 무엇을 할 수 있을 것인지 묻지 말고, 여러분이 조국을 위해 무엇을 할 수 있는지 自問해 보십시오. 그리고 세계의 시민 여러분, 미국이 여러분을 위해 무엇을 베풀어 줄 것인 지를 묻지 말고 우리가 손잡고 인간의 자유를 위해 무엇을 할 수 있을지 자문해 보십시오.

We observe today not a victory of party but a celebration of freedom. . . symbolizing an end as well as a beginning. . .signifying renewal as well as change for I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three-quarters ago. The world is very different now, for man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life. And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe. . .the belief that the rights of man come not from the generosity of the state but from the hand of God. We dare not forget today that we are the heirs of that first revolution. Let the word go forth from this time and place. . .to friend and foe alike. . that the torch has been passed to a new generation of Americans. . . born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage. . .and unwilling to witness or permit the slow undoing of those human rights to which this nation has always been committed, and to which we are committed today. . .at home and around the world. Let every nation know. . .whether it wishes us well or ill. . . that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, to assure the survival and the success of liberty. This much we pledge. . .and more. To those old allies whose cultural and spiritual origins we share: we pledge the loyalty of faithful friends. United. . .there is little we cannot do in a host of co-operative ventures. Divided. . .there is little we can do. . .for we dare not meet a powerful challenge, at odds, and split asunder. To those new states whom we welcome to the ranks of the free: we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny. We shall not always expect to find them supporting our view. But we shall always hope to find them strongly supporting their own freedom. . .and to remember that. . .in the past. . .those who foolishly sought power by riding the back of the tiger ended up inside. To those people in the huts and villages of half the globe struggling to break the bonds of mass misery: we pledge our best efforts to help them help themselves, for whatever period is required. . .not because the Communists may be doing it, not because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich. To our sister republics south of our border: we offer a special pledge. . . to convert our good words into good deeds. . .in a new alliance for progress . . .to assist free men and free governments in casting off the chains of poverty. But this peaceful revolution of hope cannot become the prey of hostile powers. Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas. . .and let every other power know that this hemisphere intends to remain the master of its own house. To that world assembly of sovereign states: the United Nations. . . our last best hope in an age where the instruments of war have far outpaced the instruments of peace, we renew our pledge of support. . .to prevent it from becoming merely a forum for invective. . .to strengthen its shield of the new and the weak. . . and to enlarge the area in which its writ may run. Finally, to those nations who would make themselves our adversaries, we offer not a pledge but a request: that both sides begin anew the quest for peace; before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction. We dare not tempt them with weakness. For only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed. But neither can two great and powerful groups of nations take comfort from our present course. . .both sides overburdened by the cost of modern weapons, both rightly alarmed by the steady spread of the deadly atom, yet both racing to alter that uncertain balance of terror that stays the hand of Mankind´s final war. So let us begin anew. . .remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear, but let us never fear to negotiate. Let both sides explore what problems unite us instead of belaboring those problems which divide us. Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms. . .and bring the absolute power to destroy other nations under the absolute control of all nations. Let both sides seek to invoke the wonders of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce. Let both sides unite to heed in all corners of the earth the command of Isaiah. . .to ˝undo the heavy burdens. . . let the oppressed go free.˝ And if a beachhead of co-operation may push back the jungle of suspicion. . . let both sides join in creating not a new balance of power. . . but a new world of law. . .where the strong are just. . . and the weak secure. . .and the peace preserved. . . . All this will not be finished in the first one hundred days. Nor will it be finished in the first one thousand days. . . nor in the life of this administration, nor even perhaps in our lifetime on this planet. But let us begin. In your hands, my fellow citizens. . .more than mine. . .will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe. Now the trumpet summons us again... not as a call to bear arms, though arms we need. . .not as a call to battle... though embattled we are. . .but a call to bear the burden of a long twilight struggle. . .year in and year out, rejoicing in hope, patient in tribulation. . .a struggle against the common enemies of man: tyranny. . .poverty. . .disease. . .and war itself. Can we forge against these enemies a grand and global alliance. . .North and South. . . East and West. . .that can assure a more fruitful life for all mankind? Will you join in that historic effort? In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger; I do not shrink from this responsibility. . .I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it. . .and the glow from that fire can truly light the world. And so, my fellow Americans. . .ask not what your country can do for you. . .ask what you can do for your country. My fellow citizens of the world. . .ask not what America will do for you, but what together we can do for the Freedom of Man. Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds; let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth God´s work must truly be our own.
