By this memorandum of understanding, the _______ agrees to transfer $________ to the Franchise Business Activity-East to provide support during FY 2000 to the National Academy of Public Administration (NAPA) to conduct a program of advanced and practical application studies and related seminars on human resources management. The program, which is designed to meet the needs of Federal agencies, will include projects such as an examination of HR technology, the development of an expanded information base of HR knowledge for members, workforce planning applications, workforce development, and the use of civil service system flexibilities.
